Job Summary:

The Associate Counsel – Immigration and International Affairs attorney position in the Office of the General Counsel (“OGC”) is responsible for providing legal advice and assistance, including compliance and risk mitigation matters, to the campuses and the University System office concerning immigration, international and compliance matters.

Essential Functions:

  • Responsible for system-wide work authorization and maintenance of immigration for international hires and managing employment visa processing for the Boston, Dartmouth, and Lowell campuses as well as UMSO.
  • Oversee system-wide international student and scholar/visitor visa processing and maintenance of status for duration of program of study and/or academic affiliation.    
  • Advise campuses and system office on issues related to Executive Orders and Presidential Proclamations, regulatory compliance, federal litigation impacting the international campus community, international travel and study by employees and students, and international business and educational opportunities.
  • Advise campuses on international initiatives relating to university operations and due diligence.      
  • Develop training and workshops for campus and system office personnel and sensitize university leadership on higher education compliance in international matters.
  • Advise on the development or revision of policies, protocols, and guidelines.
  • Liaise with federal and state agencies including, but not limited to, the Office of the Attorney General concerning litigated international and immigration matters.

Other Functions:

  • Excellent written and oral communication and inter-personal skills and the ability to work with senior administration, faculty, and employees throughout the University.
  • Self-directed and able to work with little supervision.
  • Work collegially and collaboratively with colleagues and utilize legal office systems for tracking and managing all work matters.
  • Timely advise General Counsel on significant issues and projects.
  • Supervise the Immigration Specialist and the Assistant Counsel for Immigration.
  • Work with and supervise external counsel on immigration and/or international matters.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience):

  • J.D. degree, admission to the Massachusetts bar, or admission within one year of commencement of OGC employment.
  • At least 10 years of practice as an attorney, with at least 5 years specializing in employment-based immigration including, but not limited to, international mobility and global partnership issues.
  • Experience in employment visa processing and regulations and familiarity with student visa regulations.
  • Exemplary writing, legal research, oral advocacy, and communication skills.
  • Ability to work under pressure on deadline and with a variety of University staff positions. 
  • Excellent analytical skills, creative thinking, problem solving and decision-making, and a collaborative style are necessary attributes for this position.

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience):

  • Employment law experience preferred.
  • Higher education experience and/or in-house legal experience a plus.
  • Interest in developing superior communication and mediation skills desirable.
  • Interest in engaging in continued professional development through internal and external means.

Working Conditions:

Standard office workplace, located in Shrewsbury or Boston; travel by car as necessary to University campuses in Amherst, Boston, Dartmouth, Lowell and Worcester as well as other in-state locations.

Additional Details:

Salary commensurate with experience up to $179,000.
