Position Summary:

Under the direction of the Director of Strategic Procurement, the Supplier Relationship Manager oversees the centralized university supplier/vendor file for the Unified Procurement Services Team (UPST).

S/he will be responsible for overseeing the team responsible for managing daily inquiries from internal customers and suppliers/vendors, researching problems using independent problem solving and decision-making skills, communicating issues to management, and identifying areas of improvement and efficiency.

In addition to the management of the supplier/vendor system, a key objective of this position is to identify and develop suppliers that are strategic to the University System’s growth; this includes creating a method to score suppliers on leading measures of success, and assisting the Director of Strategic Procurement in facilitating successful value-based relationships that are critical to the University System

Essential Functions:

  • Supervise the daily activities of the Supplier Relationship Specialist.
  • Provide functional oversight of staff and vendor processes within the UPST to ensure timely, efficient and compliant vendor availability to financial system end users.
  • Lead specific internal SRM team processes and certain interactions with suppliers, including:
    • Work with Non-Resident Alien individuals, and the Tax Department within the University Treasurer’s Office, to determine tax status and compliance with IRS regulations.
    • Ensure vendors are entered into the UPST vendor database and reviewed and approved prior to any campus doing business with such vendor.
    • Ensure adequate supporting documentation for all active vendors, ensure vendor documentation is in compliance with federal and state laws, rules, and regulations and follows University of Massachusetts policies, ensure proper tax documents are completed accurately, with guidance and assistance from the Tax Department, and resolve issues when vendor data conflicts with vendor file.
  • Provide a level of service (quality and timeliness) that satisfies intercampus service agreements.
  • Manage business case, governance, and team execution of SRM activities
  • Drive KPI and target definition, reporting process, and performance penalties
    • Support quantitative analysis to leverage spend data while assessing critical attributes such as supplier’s product/service, supplier’s role within a specific category, and the integration between the supplier and group companies
  • Manage and train Supplier Management Specialist to improve business acumen and supplier management expertise Manage supplier performance issue prioritization, root cause analysis, and resolution
  • Monitor overall SRM program quality, health, and growth
  • Use Vendor Relationship Analysis to classify suppliers, rate their performance, and set development objectives
  • Provide support to leadership regarding strategic dialogue with suppliers and evaluate the risk/reward of identified opportunities; support opportunities as necessary through contract creation, agreement, or amendment
  • Use Vendor Relationship Analysis to classify suppliers, rate their performance, and set development objectives
  • Identify and mobilize supplier improvements, define roles and responsibilities, and assist the Director of Strategic Procurement in developing an ongoing cadence for supplier management performance monitoring and governance along with the business owners.

Other Functions/Responsibilities:

  • Collect supplier feedback from sourcing and tactical teams via closed loop process Support business to define vendor scorecards for tracking and supplier performance; collect relevant data for business to complete vendor scorecards for performance tracking
  • Lead capability gap assessment and supplier development opportunity identification
  • Facilitate executive ("top to top") sessions and quarterly business reviews (QBR) with suppliers

  • Manage supplier performance issue prioritization, root cause analysis, and resolution
  • Perform other duties as required.

Minimum Qualifications:

  • Bachelor’s degree or equivalent
  • 5-7 years of progressively responsible work experience in procurement, preferably in an e-Procurement environment
  • Excellent written and oral communication and listening skills
  • Experience supervising staff, including distribution of work assignments
  • Proficiency with Microsoft Office or similar software
  • Excellent interpersonal, verbal and writing skills needed to present or communicate effectively with all levels of management
  • Ability to work independently and produce quality deliverables
  • Highly self-motivated with the ability to drive change in a large organization with minimum supervision
  • Leadership capabilities to help develop the Supplier Relationship Specialist

Preferred Qualifications:

  • Master’s degree
  • Strong knowledge of the state purchasing process
  • Strong project management skills and results oriented
  • Champions best practice processes, tools, and commitment to provide quality procurement products / customer service Experience working in an institution of higher education
  • Experience working in a Shared Services organization
  • High degree of motivation, the ability to prioritize and self-direct and sound interpersonal skills.
  • Excellent verbal, written and presentation skills required

Working Conditions:

  • Typical office environment
  • Must be able to travel occasionally to all UMass campuses and the Boston central office

Additional Information: 

Salary will be commensurate with experience up to $95,000.
